SUMMARY


STEPS TO REPRODUCE
1.  Connect external screen and place one on top of the other, or any position you prefer (virtually)
2.  Reboot the system
3.  Try to move the mouse from one screen to the other 

OBSERVED RESULT
 The screen positioning isn't remembered by the system on login screen, defaulting to left-to-right position

EXPECTED RESULT
The screens' positions are remembered so I can intuitively move the mouse towards the external screen without having to remember that, by default, at login screen the external screen is always placed at the right of the built-in

I think this is about sddm the "login screen". So not a kwin bug

You need to "Apply Plasma Settings" in the system settings page for SDDM to pick up the display setttings.
