SUMMARY
Holding a mouse button in the system tray usually results in an animation making the icon small and then to its original size again. Although under some conditions, holding it results in the icon not growing back to its original size. It is also consistent.

Furthermore, hovering over the icon creates undefined behavior after that.
Only hovering now makes it changes sizes.
Occasionally, I was able to get it to flicker between size quickly and have a seizure until I hold again.

Unfortunately, I was not allowed to capture screen on this system. Thank you.

STEPS TO REPRODUCE
Just hold a mouse button near the edge of an icon in the system tray.

Can reproduce. Looks like it triggers Bug 484888. Marking as a duplicate of that.
