1. Open kolourpaint
2. Select transparent colour as foreground
3. Try to make a transparent circle or line or square or whatever

It does nothing.

It seems transparent works only with the fill tool and with the cut tool

Seems the issue has been present for a while because there's a bugreport from 2019 on debian about this.
