SUMMARY
When you have multiple effects applied - Delete effect from top of the stack - Undo to restore will result in effect being restored at bottom of effect stack.

STEPS TO REPRODUCE
1. Add video clip to timeline.
2. Add multiple effects to video clip.
3. Delete effect at the top of effect stack.
4. Undo delete.

OBSERVED RESULT
Deleted effect will be restored in the wrong order/location in the stack.

EXPECTED RESULT
Deleted effects is restored in the correct/previous order/location in the stack.

ADDITIONAL INFORMATION
Moving & rearranging the effects in the Effects tab by clicking and dragging is clunky.

Thank you for reporting. I can confirm the issue. Following your steps. 

First it works with undo. But after some delete and undo it puts back the deleted effect always on the bottom.
