1. Open Dolphin
2. Rescale Window

OBSERVED RESULT
Poor Visuals while scaling

EXPECTED RESULT
Smooth Scaling/repositioning of UI elements

I assume you mean resize Discover here. 
This is unfortunately a bug in QT and needs to be fixed upstream.
