Do you mean "Active Window" mode?

Can reproduce with "Window Under Cursor" mode, which has been renamed in Git Master to "Select Window".

Thanks for confirming.

Justin Zobel, I uploaded a video. First, I opened "Rectangular Region" mode and closed it, and the Spectacle reopened. Then I did the same thing with "Window Under Cursor" which as Nate says is renamed to "Select Window" in master and Spectacle is not reopened
