SUMMARY
Resizing panel is laggy and slow. Can reproduce on 2 devices, this PC and laptop.

STEPS TO REPRODUCE
1. Open panel settings
2. Set the Height or Width of panel to custom
2. Resize the panel

OBSERVED RESULT
Resizing panel is laggy and slow

EXPECTED RESULT
Resizing panel is smooth

Can reproduce on git master. It's not as laggy as it is for you in your screenshot, but I can see how there's an animation from the old size to the new one that causes a bit of lag when dragging the custom size markers.
