The relevant setting has been set, but it's not working!

SUMMARY

First things first. Noticed that this issue has been reported quite a few times before. So, is it persistent? I dunno.

Anyway, the thing is that every time we double-click a PDF file anywhere in Windows, a new process is launched instead of adding it in a new tab, even though the relevant setting has been set.

Tried it with right-click "open with application" also in case there was a different behavior... alas, same thing.

STEPS TO REPRODUCE
1. Open two or more PDF files in Windows Explorer.

OBSERVED RESULT
Two (2) process of Okular are launched, instead of adding a tab in the existing (running) one.

EXPECTED RESULT
The 2nd PDF should be added in a second tab, in the already running process.

SOFTWARE/OS VERSIONS
Windows: Win 11 Pro for Workstations Version 24H2 (OS Build 26100.2605)

ADDITIONAL INFORMATION

1. The user has to open the 2nd PDF file from the menu OR drag and drop it in the already opened PDF window , to reach the desired behavior. Naturally, it's not handy at all.

2. Installed Okular v23.08.1 for the 1st time ever today via the MS Store and noticed that it's probably not the last version either, since I see many more in the drop-down list above (all the way up to 24.12.0) - are these nightly builds?

3. Finally, in the "Submit bug report" dialog box, a Windows 11 Version 2009 (x86_64) is reported! Obviously, that should be fixed also, I think!
