Not really affecting any other software.
This is a limitation of openSUSE's PackageKit support, which manifests as the issue you're seeing in Discover. Unfortunately there is nothing we can do about it in Discover; you'll have to report this to the openSUSE folks, but it's likely they'll consider it unfixable due to the desire to display an interactive signature verification prompt clashing with PackageKit's intentional lack of support for such things.
