Bug as it appears at startup. Entering edit mode will unfold icons.

SUMMARY

On a dual-monitor setup, icons in the dock may not unfold or display properly upon startup. However, entering "Edit Mode" fixes the issue temporarily.

STEPS TO REPRODUCE

1. Set up a dual-monitor configuration.
2. Create an Icons Only taskbar on both monitors.
3. Configure both taskbars with the settings detailed below
4. Restart the system.
5. Observe the dock icons on both monitors.
6. Restart again if dock unfolds successfully, issue does not occur on every startup and may require a few attempts. 

OBSERVED RESULT

The dock icons remain collapsed or fail to display properly at startup. Entering Edit Mode causes the icons to unfold correctly.

EXPECTED RESULT

The dock icons should display properly without requiring manual intervention after startup.

ADDITIONAL INFORMATION

Attached screenshot demonstrates the issue as seen after startup.
When the taskbar does unfold, the animation is still very choppy.
Issue seems to be related to specific taskbar specifications. Setting both taskbars up as permenantly visible, non floating and filling the width seems to improve the issue, though the unfolding animation is still choppy. 
The issue does not occur on every startup. Sometimes it affects both monitors, one monitor, or neither.
The issue is not related to theme, I have recreated the issue using different icons and themes.
The issue has been reproduced on both my laptop and desktop, both running similar set ups. 
Have not recreated the issue on a single monitor set up.
