SUMMARY

STEPS TO REPRODUCE
1. Launch Dolphin
2. Then, instead of opening the window, it's presented the dialog attached as "dialog.png"
3. Then, after pressing "OK", the window organization is always the same (different to what I've done. For instance, I always use it fullscreen and I don't leave the Terminal open below by default). It's attached as "window.png".

OBSERVED RESULT
Every time I launch a new Dolphin window, this situation happens and it resets how I organized Dolphin on my system.


EXPECTED RESULT
I should be able to use Dolphin with the window organization I already defined and without the dialog being presented.

Previously, I was checking the Shortcuts from System Settings for the conflicting shortcuts, but where was none. Recently, I checked Dolphin's (I didn't remember / know each application could have a separate shortcut list separated from System Settings. I thought all of them would be visible there). Unchecking one of the shortcuts solved the problem!

But it was strange all of the sudden this begun happening. I didn't add or change any shortcut recently.

Maybe this could be considered solved?

This seems more likely a local config issue than a bug in Dolphin.
If you want to follow up on this (check if it is not a local config issue) you can try to reproduce on a new freshly created user account.

Marking is solved for now.

I just did, and in fact there's no bug! Next time this happens I'll check my Plasma and application shortcuts. Thank you!
