SUMMARY
Generator for countdown clock produces an audio track even if marked 'silent'


STEPS TO REPRODUCE
1. Project Bin -> Generators -> Counter
2. Counter Menu: select 'Silent' for sound (default)
3. Save and exit menu

OBSERVED RESULT
4. Add newly-created counter to timeline and note that it has both video and audio tracks

EXPECTED RESULT
5. A counter marked 'silent' should not have an audio track

Confirmed this is also the case in 24.12.0
