SUMMARY
After a new operating system installation or after booting into live media, the wallpaper provided by the operating system isn't highlighted in the System Settings 'Wallpaper' KCM. However, selecting and applying a wallpaper will highlight the currently used wallpaper. So this bug can only be reproduced once per installation.

STEPS TO REPRODUCE
1. Boot into a live Neon environment from a USB flash drive
2. System Settings > Wallpaper
3. Scroll to the currently used wallpaper, the one chosen as default by the OS

OBSERVED RESULT
The used wallpaper isn't highlighted by a blue border around it.

Does the same thing happen if you right-click the desktop and choose "Desktop and Wallpaper"? Or is it only seen on the System Settings Wallpaper page?

It happens in both situations, so the bug isn't limited to the System Settings page.
