SUMMARY
I downloaded and set the "Papirus" icon theme using the settings manager and successfully apllied the theme but after every reboot or shutdown the icon theme gets set back to "Breeze"

STEPS TO REPRODUCE
1. Set an icon theme diffrent from the stock one through the settings manager 
2. Reboot 

SOFTWARE/OS VERSIONS

Linux/KDE Plasma: Kde Neon 6.2
KDE Plasma Version: 6.2.4
KDE Frameworks Version: 6.9.0
Qt Version: 6.8.1

I can't reproduce on my Fedora KDE 41 device, but updating product to where I believe it would fit under icon theming functionality. Thanks!
