Menu being shown outside field visible bounds

SUMMARY
When touch screen mode is enabled, the actions menu may be not displayed on field bounds.

This can be reproduced in Keyboard settings page but certainly on other places.

STEPS TO REPRODUCE
1. Enable touch screen mode (larger buttons)
2. Go to Keyboard settings page
3. Enter a very long text in "Test area" field
4. Open the actions menu (cut/copy/paste)

OBSERVED RESULT
The menu is aligned on (what I suppose to be) the start of the field content.

EXPECTED RESULT
The menu should stay in field bounds.
