SUMMARY

Download:
kdeconnect-kde-release_24.02-3692-windows-cl-msvc2022-x86_64.exe

Install, then run KDS Connect shortcut to:

"C:\Program Files\KDE Connect\bin\kdeconnect-app.exe"

The procedure entry point DnsQueryEx could not be located in the dynamic link library DNSAPI.dll

... something else, I've never run it yet.

KDE Connect will work on all Windows version which are publicly supported by Microsoft.

I have never compiled a list of support for older versions, that said I know that some users were using some version on Windows 7. You can find old release versions in the Attic: https://download.kde.org/Attic/release-service/23.08.0/windows/

One thing I know for sure is the Notifications plugin depends on APIs added in Windows 8, so regardless of the version that plugin will need to stay disabled.
