I have never compiled a list of support for older versions, that said I know that some users were using some version on Windows 7. You can find old release versions in the Attic: https://download.kde.org/Attic/release-service/23.08.0/windows/ One thing I know for sure is the Notifications plugin depends on APIs added in Windows 8, so regardless of the version that plugin will need to stay disabled.
