SUMMARY
Downsizing a sticky note on desktop from the top 3 anchor points get stuck at certain sizes

STEPS TO REPRODUCE
1. Add sticky note to the desktop
2. Downsize the note from the top 3 anchor points -> defect

OBSERVED RESULT
Note gets stuck at certain sizes

EXPECTED RESULT
User is free to downsize as they want

This has been fixed as of the upcoming Plasma 6.5, but possibly in an earlier Plasma version too.

I recompiled some parts of Plasma today -- kwin plasma-desktop plasma-workspace kdeplasma-addons libplasma  (not sure if I should've added more, just didn't want to recompile everything because it takes me hours to complete).

I tested before and after with the same result. Also reproducible on laptop with Plasma 6.4.4. I'll retest this again when 6.5 stable is released.
