SUMMARY
KDE Plasma offers a preset list of colors to choose from for color accent/tinting. The Fedora Project has a set of brand colors that it would like to offer users to use in the color set without needing them to enter the color hex values manually.

Given the other abilities that exist for theming distribution-packaged versions of Plasma (ex. changing the Application Launcher icon to the distribution's icon), this seems like a reasonable thing to have a conduit for?
