STEPS TO REPRODUCE
1. have a file with a long name
2. set icon view mode
3. hover over the long file name, or hover over the file icon

OBSERVED RESULT
as we can observe in the attached screen recording, the tooltip of the long file name often appears and then immediately disappears

EXPECTED RESULT
the tooltip should remain visible while we hover over the file

I can reproduce under the specific circumstance of how you moved the mouse in the clip - hovering over the first time (which does not disappear too early), moving the cursor away, then very quickly moving back over the filename
