SUMMARY

This is on Tumbleweed (you should really put that on your list ;) )

It might sounds a bit silly for you or me, but my mother is 88 and a happy user of KDE, however since the use of Wayland I notice her sometimes waiting quiet while trying to open Thunderbird or Firefox with the 2 icons on her desktop.
What happens is she moves the mouse over the icon and she does not see the light blue frame around it and clicking has no effect.   You and me would probably automatically wiggle the mouse and that solves it but she just waits, after a while it does become active (probably because she moves the mouse a bit) and clicks do register.

STEPS TO REPRODUCE
1.  drag something from startmenu to your desktop,  copy or link makes no diffrence
2.  click 1cm below the icon on the desktop and then move the mouse over the icon
3.  8 out of 10 times the icon will not become active and  clicking has no effect
4.  moving mouse away and back on the icon solves it

OBSERVED RESULT

no blue frame around the icon and no mouse click is registered

EXPECTED RESULT

blue frame around the icon and mouse click is registered

Hi - I can't reproduce this by following the provided steps on my system below. Is it possible to try this out on a Wayland session just to narrow down possible causes?

good morning,

It took me some time but I am able to reproduce this on a newly created account.

After your post I logged her account in using X11 this time and had the same effect,  icon not available if you click below it on the desktop and then move over it fast, so I switched it back to wayland.

Then I created a new user and logged in as that, clean desktop, wayland, placed thunderbird and firefox icons on the desktop and I could NOT recreate the issue.   Tried it in both X11 and wayland, worked like a charm, so I was already thinking about recreating her account from scratch and settings it up the way she is used to.

Then it dawned on me, because she is 88 I have increased the font size.

So on the new account I went to system settings, fonts, adjust all, selected size, set it to 15, applied, logged out / in and now I have the same effect on the new account. 
I then noticed that Thunderbird has 2 lines now, "Thunderbi" on the 1st and  "rd" om the 2nd line and it happens on that icon.  Fierfox is still 1 line and it does not happen on that icon.  

Back to het account, she also has the "PySol Fan Club Edition" icon on her desktop which is 2 lines "PySol Fan" and "Club Edit..." , same effect, click 1cm below then quickly move up and it wont select.
I change the icon name to "PySol Fan" and the bug won´t appear.
I change the icon name of  her Thunderbird to "T-Bird" and its 1 line and the bug won´t appear.

so its related to icons having 2 lines because of the fontsize

Wow, that's some sleuthing! And sure enough, I'm able to reproduce that on my machine by setting the General font size to 15 and putting a  Thunderbird icon on my desktop.

(And shout out to your mom as a perfect example of someone who can get by just with FOSS versions of the three most critical computer applications - email, web browsing, and solitaire :-) )

I'd recommend using the scaling system instead of manually increasing the font size. 15px is 50% larger than 10pt (the default font size), so try 150% scale. That should work a lot better overall.
