SUMMARY
Stickys keys are disabled after standby or screen lock

STEPS TO REPRODUCE
1.  Enable Sticky Keys and type 
2.  Set System to standby mode or lock screen
3.  Recover from standby or unlock screen and type

OBSERVED RESULT
Sticky Keys are disabled

EXPECTED RESULT
Sticky keys

Hi - I can't reproduce this on my system below. When you observe that Sticky Keys are disabled, does that mean that:

* The setting (in System Settings > Accessibility) still appears to be selected, but is no longer actually functioning

Or, does that mean that

* The setting is now visibly switched off (checkbox is unchecked) in System Settings?

It's the first. The setting (in System Settings > Accessibility) still appears to be selected, but is no longer actually functioning.
You have to try type with sticky keys to get the error
Before standby/screen lock: sticky key function properly
After standby/screen lock: sticky key functions stiil seems activated, but i only get lower keys after a shift, for example

Got it - I can't reproduce with either capital letter typing or shortcut usage, so it might be helpful to add to this report any non-default input methods or keyboard layout settings you have in place, just in case there's some common factor there.

Can reproduce. Interestingly any latched keys key remains latched while on the screen locker, but becomes un-latched afterwards.
