SUMMARY

Restarting plasma-shell, will cause an auto hide panel to come with tiny icons, until an application is started or close, then it will revert to normal.


STEPS TO REPRODUCE
1. Have auto-hide panel
2. Restart plasma-shell with "systemctl --user restart plasma-plasmashell.service" 
3. Hover down to the panel

OBSERVED RESULT
The icon-only task manager will show the applications as tiny icons.

Is it also a fit-content panel? Can you attach a screenshot that shows what it looks like when it's in that state?

Yes, it is set with fit-content.

Just test it with my other machine which runs with AMD, and I didn't see this behavior.

OK yeah, so this is Bug 488956 which is fixed in the upcoming Plasma 6.3.
