Bugged task manager

SUMMARY
Inconsistently, but frequently, on startup, panel with a single icons-only task manager does not show the pinned icons. The icons appear to be there but they might be small. Launching an app that is pinned shows a small vertical line in the task bar. 

The task bar is properly shown when an unpinned application is launched.

STEPS TO REPRODUCE
1. Boot computer.

Taskbar does not show pinned icons

Taskbar should show pinned icons
