SUMMARY
Version 25.03.70

STEPS TO REPRODUCE

2. drag PDF or PNG from Dolphin to message area

OBSERVED RESULT
in the case of dragging to Outlook (new) mail, I just see text of the path,
in the case of Teams I get an error, 'some files couldn't be uploaded because they're missing necessary data

EXPECTED RESULT
In case of Outlook (new), two drop zones should appear, on left is upload to OneDrive, on right Attach Files
In case of Teams a drop zone 'Drop your files here' should appear.

ADDITIONAL INFORMATION

This is a bug in those apps; they aren't accepting the drag correctly.

Yeah, you'll have to find a workaround to resolve it, not unusual in M$'s OS.
