SUMMARY
After the major upgrade to Ubuntu 24.04 Noble, I and at least one other person (https://discuss.kde.org/t/printing-not-working-anymore/23504) noticed that printing stopped working.

STEPS TO REPRODUCE
1. Upgrade Neon
2. Try to print something

OBSERVED RESULT
Applications don't know how to print any more.

EXPECTED RESULT
Printing should keep working.

WORKAROUND
sudo apt install print-manager

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: KDE neon 6.2, Ubuntu 24.04 Noble (after major upgrade)
neon-desktop: 4+p24.04+vrelease+git20241104.0535

ADDITIONAL INFORMATION
After reinstalling print-manager, everything started working again and all my printers were still there.

Probably relevant, but I'm not really sure what it means:

$ grep print-manager /var/log/dist-upgrade/apt.log 
  ignore old unsatisfied important dependency on print-manager:amd64
