SUMMARY
I want to make the panels open even in full-screen windows. Just like with the corners of the screen.

STEPS TO REPRODUCE
1. Make any panel automatically hidden
2. Open "System Settings", go to "Mouse & Touchpad" => "Screen Edges"
3. Check the box next to "Remain active when windows are fullscreen"
4. Open any window in full-screen mode.

OBSERVED RESULT
The panel does not open in full-screen applications.

EXPECTED RESULT
In full-screen windows, the panel should open.

Unfortunately the setting doesn't do what you think it does. This feature isn't implemented yet.
