I am trying to create tax report. I have not setup categories for tax report, so tax report should be blank. I get a few categories, but none are flagged as tax categories, yet they all are still showing up

Created attachment 176919 [details] Tax report No categories in 5.1.3 Have been working on tax report and added all tax categories. Tax report appears to work in developer versions 5.1.80, but in 5.1.3 doesn't even show categories, shows random grand total with no categories. Have organized by categories
If it works in the Developer Version, that will eventually be included in 5.2 (not formally scheduled yet, but "soon") but will not be backported to 5.1.3.
