On defaults, you have to open up the hamburger menu, go to the More menu (which shows the menu bar items), go to File and then click "Add to Places" you can add it manually to the toolbar which is fine, but I think it should by default already be there and maybe have a keyboard shortcut, I think it's an action that is expected to be easily available by most users STEPS TO REPRODUCE 1. try to add a location you're on to your favourite Places 2. Drag and dropping a folder onto the places panel adds it. 2. Right-clicking a folder and pressing "Add to Places" in the context menu adds it. 3. When a folder is selected, in the hamburger menu the submenu for "Actions For "Folder"" also has an "Add to Places" action that adds it. Add to that the way you described, and the other of enabling a menu bar and choosing the option from there, there are 5 different ways to add a folder to the places panel. In my opinion, this seems good enough. My judgement is to mark this bug report as intentional, because making it even more obvious seems like an over-priortisation to me. It does not seem necessary to me to add a shortcut either, but if you want to see this considered more carefully, please file another bug report just for adding a shortcut for that action.
