SUMMARY
Application Dashboard scrolling by touchpad or mouse only works sometimes

STEPS TO REPRODUCE
1.  Open Application Dashboard
2.  Scroll a bit with the bar on the right
3.  Scroll with the mouse or touchpad

OBSERVED RESULT
Works for a few seconds but then stops (scrollbar doesn't move either when scrolling with mouse or touchpad). But the scrollbar itself does work.

EXPECTED RESULT
Scrolling works normally
