SUMMARY: see $SUBJECT

STEPS TO REPRODUCE
1. Install any app that handles its own window decoration, e.g. any JetBrains IDE (from jetbrains.com)
2. Drag it to the left or right window corner, to pin it to one side
3. Try to make the window bigger by dragging the (now centered) window border to the right or left

OBSERVED RESULT
The border cannot be dragged. However, if one adds a KDE app (like Dolphin or Konsole) to the other half of the screen, it can be dragged and both apps resize correctly.

EXPECTED RESULT
Apps like the JetBrains IDEs should resize correctly even if their size is not handled by the window manager.

SOFTWARE/OS VERSIONS:
KDE Neon 6.2.3 with all current updates applied, on Wayland, on amd64 architecture.
KDE Frameworks 6.7
Qt 6.8
