Can this be built on windows? Is there a binary that is downloadable somewhere?

It probably can be, although there may be some hiccups in some parts. I don't have any Windows version available to me though, so I could only blindly try to get it to build on CI.

Any help from somebody who can actually build things on windows would be appreciated.

If you manage to get a build on CI, I can test it on Windows. My main desktop is linux, but sometimes I have to use windows for others.
