I fill a support help request in https://discuss.kde.org/t/how-can-i-hide-completely-a-panel-in-tablet-mode/7437 . But I suppose it's not possible by now. 
Don't you think that it may be useful to let users hide completely a panel using a script? 
My use case is to let me use different panels based on panel mode status.

In fact, what I was trying to find a solution for, is that in portrait mode panels are missing a lot of usability, as you can see in the screenshot... Nate, ¿Do you think that makes sense to open a dedicated issue to explore other solutions?

Yes, that's a known issue with its own bug report: Bug 447603.
