The file docs/internals/s390-opcodes.csv is missing in the distribution tarball.
It is referred to in README.s390 and therefore should be shipped.

The test none/tests/s390x/op00 still fails. Patch available here:

Pushed commit 54c0a49bca6570a09a0764ccd6cf60f9a08ad493, which should add the missing file s390-opcodes.csv to the distribution tarball.
