SUMMARY
If you increase the brightness with hotkeys to 100% or decrease it to 0%, pressing the hotkey again to increase or decrease the brightness does not show the UI/plasmoid 

STEPS TO REPRODUCE
1. Increase brightness to 100% or decrease it to 0%
2. Press the hotkey to increase or decrease the brightness again

OBSERVED RESULT
The UI element does not show up

EXPECTED RESULT
The UI element does show up (like it does with the audio plasmoid when the volume is at 100% or 0% and you press the hotkey again to increase or decrease the volume)
