I noticed that as of late, System Settings would occasionally NOT launch when requested (either via Task Manager or Application Launcher, doesn't matter). The bouncing mouse animation completes, and nothing happens. Upon checking the Applications tab in System Monitor, I can see that System Settings is running already, although there's no window for it, and no visual indication in the Task Manager. So it seems like the process just hangs at some point.
