STEPS TO REPRODUCE
1. Make kicker menu visible
2. Position the cursor over the pinned item on the left side (power action or pinned app)

OBSERVED RESULT
Popup with the item name shown then hidden in a loop, see the attached video

EXPECTED RESULT
Popup with the item name is shown and persists until the mouse is moved

While trying to reproduce this, I notice it's regressed even worse on current git master: now the tooltips appear completely empty! I opened bug 495858 to track that. But once that's fixed, I think I can see how this bug would happen. Marking as Confirmed.

Fixed by Marco Martin with https://invent.kde.org/plasma/plasma-desktop/-/commit/357b9e59c80be5d7ceada8267e7c874826cb3d47 for Plasma 6.3.0!
