Sounds like you shouldn't remove it. :D If something from Discover is trying to remove it, this is a packaging error in the distro. Since the distro is Neon, moving the bug report there.
In the future, please click the gigantic button is visible in your screenshot that asks you to submit a bug report for your distro, instead of taking a screenshot of the error message and opening a bug report against the generic "kde" product.
