SUMMARY
After installing the latest neon User Edition (using "neon-user-20241010-1519.iso"), there is a duplicate "preferences.d" folder inside of "/etc/apt/preferences.d", containing copies of the same files that neon adds to "/etc/apt/preferences.d". I have observed this behavior in two separate VirtualBox installs.
