SUMMARY


STEPS TO REPRODUCE
1. install kio-admin
2. open dolphin, configure, context menu
3. search for Administrative Actions

OBSERVED RESULT
no Administrative Actions service available

EXPECTED RESULT
to enable the Administrative Actions service so that "Open as Administrator" appears in the context menu

Quoting the linked page:

This is a packaging problem, not a KDE one.
