SUMMARY
Discover doesn't remember it's maximized state and starts with un-maximized floating window each time the app is launched. It however seems to remember it's previous window size (which I think is kwin related?).

STEPS TO REPRODUCE
1. Launch discover, make the window maximized.
2. Close and relaunch discover.
3. Discover starts in un-maximized state.

OBSERVED RESULT
 Discover window isn't maximized on launch

EXPECTED RESULT
Discover window should be maximized on launch (assuming it was maximized when closing the previous time)

I think its an issue with all the Kirigami based applications.
