SUMMARY

dragging a window, for example konsole just one pixel, moves the content one pixel but the border and decoration sticks until i reach 2 pixels of dragging, leaving them unaligned.

STEPS TO REPRODUCE
1. mouse 1 begin drag a window
2. slowly drag it just 1 pixel
3. see how the border disapears behind the window on one side and the other gets a wider gap, and the content actually being moved a pixel while border and decoration still is stuck until one reach 2 pixels

What scale factor are you using on that screen? Something that isn't 100% or 200%, I'm assuming?
