Panel Position
Position arrows display
Click (?) click click click
nothing happens

Works for me with current git master on Fedora KDE 40. Some questions:
1. What distro and Plasma version are you using?
2. Have you tried rebooting, or applying all updates and trying again?
3. Does the issue reproduce in a new clean user account?
