SUMMARY
If when downloading something with KGetNew it fails because of a network error, it will continue showing the downloading animation and not allow you to try again (even if you close the windows and open it again)

If you then close systemsettings completely and try to reopen it, it will not open again

STEPS TO REPRODUCE
1. Go to Kwin script KCM
2. Click get new stuff
3. Download something on an unstable connection
4. Get a network error
5. Observe that KGetNewStuff shows the item still downloading
6. Close the KGetNewStuff window
7. Close Systemsettings
8. Try opening it again

OBSERVED RESULT
Systemsettings doesn't open again

EXPECTED RESULT
- KGetNewStuff should not show the item still downloading if it failed due to a network error
- Systemsettings should be able to be opened again regardless
