I have the same issue on Ideapad Pro 5 14AHP8 (AMD GPU). Using KDE Plasma 6.2 (Wayland and X). All latest firmware/software. It mostly happens on transitions, like when opening the shutdown window. Reducing resolution to 1920x1080 and refresh rate to 60, and setting energy profile to battery saving helps a lot but doesn't get rid of it completely. (It's a new laptop, will probably return it because of this and other issues)
I don't think there's any way KWin could be causing such kind of glitches; please report them at https://gitlab.freedesktop.org/drm/amd/-/issues
