No matter what weather source I select, all icons are always sun and rain


STEPS TO REPRODUCE
1. add weather applet to panel
2. select weather source
3. check weather icons

OBSERVED RESULT
weather icons are sun and rain

EXPECTED RESULT
Weather icons are accurate

This is caused by your 3rd-party icon theme not having enough icons in it!
