SUMMARY
When setting notification access and accessibility settings on a android 14 lineageos 21 device, it is greyed out and listed as blocked by "Restricted Setting." I'm not sure if this is related to fixing the last major android crashing bug or not.

STEPS TO REPRODUCE
1. Connect a new device on a android 14 lineageos 21 device in kde connect
2. Click on permissions for notification access or acessibility menu enablement
3. Toggle or option is greyed out and unavailable blocked by "Restriced Setting"

OBSERVED RESULT
greyed out options

EXPECTED RESULT
options that can be enabled via gui

Found the fix. You have to go to the apps menu on lineageos 21 devices settings go to all apps then select kde connect and click the hamburger menu in the top right and select "allow restricted settings"
