STEPS TO REPRODUCE

1. Use a wallpaper which allows to clearly see translucency effects
2. Enable adaptive or translucent settings under the panel opacity options 
3. Add a widget to the desktop

OBSERVED RESULT

Widgets remain Opaque regardless of panel settings.

EXPECTED RESULT

Widgets to be slightly translucent.

Translucency from the panel isn't actually supposed to transfer over to desktop widgets, but there's definitely an issue here in that desktop widgets appear to be 100% opaque now. That's not intended. Can confirm in git master too.
