STEPS TO REPRODUCE
1. Try to find "Background Services" in systemsettings 
2. Search Reddit for clues, go over 6.1 changelog with microscope.
3. Find that it's now "hidden"

OBSERVED RESULT
"Background Services" is nowhere to be found, requires manual invocation via CLI 

EXPECTED RESULT
Useful features are not unexpectedly "hidden" by a point release, at least not without a prominent entry in the changelog and instructions wrt the expected method for accessing the feature.
"[kcms/kded] Hide." is neither, and leaves the user with no indication of what "hide" really means or how to "unhide" it.

Please stop doing this, your users are not morons, and hiding or removing functionality because "Users shouldn't [foo]" is patronising and obnoxious.

The change was made in 6.1 (not 6.1.5), which is a feature release, not a bugfix release. The change was intentional, as you've discovered. I'm sorry you don't agree with the change.
