SUMMARY
Sometimes the KDE desktop overview feature bugs out and doesnt show any windows. It is also becomes impossible to close virtual desktops. I havnt been able to effectively reproduce this but it usually happens within a day consistently.

STEPS TO REPRODUCE
1. Use KDE for some time

OBSERVED RESULT
See the attachment. The delete virtual desktop button on the virtual desktops at the top is gone. All my windows dont show up and the animation to open overview becomes a bit buggy due to there being no windows to animate. I have also noticed that after this happens, yakuake terminal draws under my top panel bar and overlaps, when normally it recognizes there is a top panel and doesnt overlap it.

EXPECTED RESULT
Being able to delete virtual desktops and yakuake terminal to not be hidden under the top menu bar

Is it a regression seen in Plasma 6.2, or were you seeing it in the past with 6.1 or earlier as well?

What kind of GPU do you have?

I dont remember when it started happening exactly (havnt been using for long) but it occured in 6.1 as well. My gpu is amd 6700xt

I found out what the cause is, I have a dummy hdmi display plugged into my gpu so that when my monitor is off i can still remote into my pc using moonlight + sunshine. The problem is that even when im not remoting in, for some reason the overview (and notifications aswell) all go to the dummy display even though it is not set as the primary display in my settings. I believe this is a bug, since overview, panels, notifications etc... should all show on the primary display? I get all my notifications back and overview when i go into settings and disable the dummy display completely. Thanks.

Ok, so you have an HDMI screen connected but turned off, right? Have you set it up to be mirrored with the main screen? Or is is positioned in some far off corner where the mouse pointer will hopefully never go onto it by accident?

I set my HDMI dummy display to be a replica of my main display in settings. The issue has now been fixed by unticking the enabled checkbox for my dummy display. Previously, when both displays were enabled, using my main display broke some parts of the desktop like overview etc.. as I said earlier. After I made it so only my main monitor was enabled in display settings and disabled the dummy display, everything started working again. Even when remoting in while my main monitor is closed, the dummy display still works despite being disabled. So everything is working fine now for me, although im not sure if it would still be classified as a bug in the case when both displays are enabled and things like overview breaks.
