SUMMARY
Cutting out the end of a clip with the selection tool by snapping it to the playhead gets rid of the currently visible frame on the project monitor, but doing the same thing at the start of the clip keeps the frame. 

Example: I want to resize a clip that has 3 frames, red, green and blue. If the playhead is on green and I snap the start of the clip to it, only red is removed. If the playhead is on green but I snap the end of the clip to it instead, both blue and green are removed.

STEPS TO REPRODUCE
1. Add a clip to your project that has more than one frame
2. Switch to the selection tool
3. Move the playhead anywhere in the clip
4. Resize the clip by holding M1 where the clip ends and dragging your cursor to the playhead

OBSERVED RESULT
The frame that is currently being previewed gets removed from the clip.

EXPECTED RESULT
The same thing that happens when you cut from the start: for the previewed frame to remain. In other words, to have the start of the clip snap where the playhead frame starts and the end of the clip snap where the frame ends when doing a resize with your cursor. This is already what happens when there’s only a single frame in a clip and this inconsistency makes frame-perfect cuts less intuitive.
